POGUE, Chief Judge:
In this action, the Plaintiffs seek review of two determinations by the United States Department of Commerce (“Commerce” or “the Department”) in the final results of the third administrative review of the anti- dumping duty order covering certain frozen warmwater shrimp from the Socialist Republic of Vietnam (“Vietnam”). 1
