WILLIAMS, Circuit Judge:

Appellant William Mondy brought suit in forma pauperis alleging that his dismissal from his post at Walter Reed Army Medical Center was racially discriminatory in violation of Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq. (1982) (the “Act”).
