MEMORANDUM OPINION AND ORDER

PALLMEYER, District Judge.

Plaintiffs represent a class of persons who challenge the constitutionality of cer tain policies and procedures of the Department of Children and Family Services (“DCFS” or the “Department”) relating to the investigation of allegations of child abuse or neglect. In an earlier proceeding.
