REAVLEY, Circuit Judge:

In this § 1983 action, plaintiff, James E. Hernandez, appeals from the district court’s granting of summary judgment in favor of defendants, the City of Lafayette, Louisiana, and its mayor. The plaintiff alleged that the city, through its zoning ordinances and its failure to rezone his land, had deprived him of property without due process of law and without just compensation under the Fifth and Fourteenth Amendments.
