Plaintiff-Appellant Wayne Ernest Barker brings this appeal * from an adverse summary judgment in the court below in his suit for damages and injunctive relief against the two Defendant-Appellees, Officer Ben Norman of the Houston Police Department (HPD), and Agent Jack Balias of the United States Bureau of Alcohol, Tobacco & Firearms (ATF).
