This is an action seeking damages and declaratory or injunctive relief for alleged deprivation of plaintiff’s constitutional rights under the First, Fourth and Fifth Amendments,1 mental suffering, and humiliation resulting from his arrest on January 20, 1973, Inauguration Day, in the vicinity of Jackson Place and H *54Street, N.W., in the District of Columbia.
