This is a proceeding for the creation of a drainage district in Richardson county, and is, in so far as has been brought to our knowledge, in formal compliance with the provisions of an act of the legislature of 1905, entitled, in part, “An act for the organization and government of drainage districts; for the reclamation and protection of swamps, overflowed or submerged lands,” * * * and providing a procedure therefor.
