Plaintiffs Joseph W. Finch, David E. Hensley, and Peter W. Mungovan are police officers employed by the Indianapolis Police Department (“IPD”) and later, its successor, the Indianapolis Metropolitan Police Department (“IMPD”). IMPD was created to consolidate the operations of IPD and the Marion County Sheriffs Department.
