“[F]or the citizen-critic of government[, i]t is as much his duty to criticize as it is the official’s duty to administer.” N.Y. Times Co. v. Sullivan, 376 U.S. 254, 282, 84 S.Ct. 710, 11 L.Ed.2d 686 (1964). But what obtains when the roles are mixed and it is the official’s duty to play critic?
