The Texas Department of Corrections (TDC) appeals the district court’s refusal to modify a consent decree that TDC entered into with the plaintiff class of TDC inmates. For the reasons stated below, we affirm.

After many years of litigation over the overcrowded conditions of TDC, TDC and representatives of the plaintiff class filed the Stipulation Modifying Crowding Provisions of the Amended Decree (Crowding Stipulation).
