INTRODUCTION

Plaintiff Loral Fairchild Corporation (“Loral”) brought this patent infringement suit on September 12,1991 (91 CV 5056) and on June 22, 1992 brought additional claims against another ten defendants (92 CV 0128). In March 1993 Loral sought to amend the complaint to include claims concerning patent ownership against National Semiconductor Corporation (“NSC”) and Fairchild Semiconductor Corporation (“FSC”) pursuant to 28 U.S.C. § 1367.
