This case involves tlie validity of an ordinance enacted by the city of Carrollton “regulating the opera*723tion of passenger transportation companies” within its limits. Appellee is engaged in the taxicab business under a certificate of convenience and necessity granted by the Board of Council under the questioned ordinance. Appellant attempted to operate a similar service in the city without obtaining such a certificate.
