I. INTRODUCTION

Plaintiffs,, several independent payphone providers doing business in Oklahoma, filed suit against Southwestern Bell Telephone Company in United States District Court for the Western District of Oklahoma, claiming that Southwestern Bell engaged in anticompetitive conduct in violation of federal and state antitrust laws. The district court concluded that primary jurisdiction for the issues raised in plaintiffs’ complaint lies with the Federal Communications Commission (“FCC”) and the Oklahoma Corporation Commission (“OCC”).
