The plaintiff, Jalowiec Realty Associates, L.P., appeals 1 from the trial court’s judgment denying its application for a writ of mandamus ordering the defendants, the planning and zoning commission (commission) of the city of Ansonia (city) and its individual members, 2 to issue a certificate of approval of the plaintiffs site plan application.
