Chambers County and the Commissioners Court of Chambers County (the “County”) appeal from the denial of their Plea to the Jurisdiction and from the summary judgment granted to TSP Develop ment in its lawsuit against the County. TSP’s lawsuit sought a declaratory judgment and an injunction against a county ordinance prohibiting the disposal of solid waste in certain areas of the county.
