Ogden Coleman, II, (“Petitioner”) was tried by a jury in the Circuit Court for Baltimore County in July 2005 and convicted of first degree murder and conspiracy to commit first degree murder in the death of Quatrina Johnson. The court sentenced him to life without parole for first degree murder and to life imprisonment for conspiracy, to be served consecutively. On August 27, 2009, Coleman filed a petition for post-conviction relief pursuant to Md.Code (2001, 2005 Cum.Supp.), § 7-102 of the Criminal Procedure Article, in the Circuit Court for Baltimore County, alleging ineffective assistance…
