This appeal arises from separate federal prosecutions for illegal price-fixing and bid-rigging in violation of section 1 of the Sherman Antitrust Act, 15 U.S.C. § 1. In separate actions, the district court sentenced two corporate criminal defendants, Wright Contracting Company and Mid-Atlantic Paving Company, Inc., to pay fines to the U.S. Government. The court then suspended execution of substantial portions of the sentences and placed the defendants on probation conditioned upon each defendant’s contributing a specific amount of money to private…
