Treating Defendant-Appellee Lenard Johnson's petition for rehearing en banc as a petition for panel rehearing, the petition for panel rehearing is DENIED. The petition for rehearing en banc is also DENIED. The prior opinion, Winfrey v. Rogers , 882 F.3d 187 (5th Cir. 2018), is withdrawn, and the following opinion is substituted.
