Pending before the court is the plaintiffs’ motion for a preliminary injunction. Oral argument was heard on January 16, 1996, and the matter was taken under submission. The court disposes of the matter herein.

Plaintiffs are Public employees of the County of El Dorado. In early 1995, the County entered into a collective bargaining agreement (“CBA”) with the El Dorado County Employees Association, Local # 1 (“EDCEA” or “the union”).
