MEMORANDUM
LANCASTER, District Judge.
Plaintiffs filed this class action lawsuit under the Civil Rights Act of 1871, 42 U.S.C. § 1983, and Pennsylvania law. Plaintiffs are nine students enrolled in the Pittsburgh Public Schools and their parents.
