The facts in this case are stipulated. It is agreed that Gregory Brunk is a resident and taxpayer of the City of Des Moines, Iowa. That the City of Des Moines is a municipal corporation, located in Polk county, organized and existing under the laws of Iowa and operating under the commission plan of government. That the Ballard-Hassett Company is a corporation organized under the laws of the state of Delaware and authorized to do business as an investment dealer within the state of Iowa.
