YOUNG, District Judge.
I. INTRODUCTION
This case raises a variety of novel and complex issues involving the interstate ex tension of consumer credit via credit cards and the concomitant regulation of the issuers of such credit cards by the several states. As the parties and the amici 1 point out, this appears to be a case of genuine first impression, both in this Circuit and throughout the United States. 2
