Defendant Luis Enrique Gonzalez is charged in a two-count indictment with violation of federal narcotics laws: Count One —possession of cocaine with intent to distribute while on board a United States vessel, 46 U.S.C.App. § 1903(a); Count Two— conspiracy to possess cocaine with intent to distribute while on board a United States vessel, 46 U.S.C.App. § 1903(j).
