Plaintiff seeks damages for violation of his civil rights and state law.

According to plaintiffs complaint, when defendants presented themselves at plaintiffs home and announced their intent to tow his car from his driveway as a public nuisance disagreement ensued. Plaintiff alleges that he offered to move the vehicle into a garage but defendants declined the offer.
