Rebecca Judge brought this action pursuant to 42 U.S.C. § 1983 against the City of Lowell, Officers John J. Sheehan, Daniel-R. Brady, William M. Taylor, William F. Busby, Lewis Hunter, Barry Chevalier, David Tous-ignant, and Garrett Sheehan of the Lowell Police Department (in them individual capacities), and Medical Examiner Gerald Feigin, M.D. (in his individual capacity), for alleged violations of the Equal Protection Clause of the Fourteenth Amendment to the United States Constitution.
