— This is an advanced appeal from a judgment of the circuit court of Cole county granting a permanent injunction restraining the Secretary of State from certifying or printing on the official ballot for the November, 1942, regular general election, the ballot title and number of a proposed amendment of Art. IV of the Missouri Constitution, which would have added a new section, 46a. The amendment was proposed by petition, for submission to popular vote under the power of initiative reserved to the people by Sec. 57, Art. IV and Secs. 1 and 2 of Art.
