YOUNG, District Judge.
In an order dated June 30, 1990, this Court granted partial summary judgment against the Administrator of the Environmental Protection Agency (the “Administrator”) on the issue of his liability, declaring that he had failed to meet the mandatory obligations created by the Comprehensive Environmental Response, Compensation, and Liability Act, 42 U.S.C. § 9601 et seq.
