MEMORANDUM OF DECISION

JAMES A. PUSATERI, Bankruptcy Judge.

In this chapter 11 proceeding, the Court must determine the extent of a creditor’s lien in entitlements received by the debtor pursuant to the United States Government’s Payment-In-Kind program.

The debtors are represented by Dan E. Turner, Topeka, Kansas. The creditor, Northwest Kansas Production Credit Association (PCA) is represented by Patricia A. Reeder of Eidson, Lewis, Porter & Haynes, Topeka, Kansas.
