OPINION

BRUGGINK, Judge.

This is an action for unpaid overtime brought by various employees of the U.S. Bureau of Prisons (“BOP”). Approximately 582 employees remain as plaintiffs in a number of related cases.2 Plaintiffs in these cases claim that the BOP violated the Federal Employee Pay Act, as amended, 5 U.S.C. § 5542 (2000) (“FEPA”),3 by failing to compensate them for pre-shift and post-shift activities, including activities such as picking up equipment, walking to posts, briefing incoming replacements, checking in equipment, and attending meetings.
