State ex rel. Davis v. Public Employees Retirement Board

{¶ 1} These are appeals and a cross-appeal from a judgment granting a limited writ of mandamus ordering the Public Employees Retirement Board (“PERB”) *387to vacate its denial of claims for Public Employees Retirement System (“PERS”) service credit and to issue a new order adjudicating the merits of the claims. Because PERB abused its discretion in holding that appellees were collaterally estopped from raising their claims, we affirm the judgment of the court of appeals.
