STATEMENT OF THE CASE

George Luddington initiated these proceedings by filing a complaint with the Indiana Civil Rights Commission (Commission) alleging that his employer, Indiana Bell Telephone Company (Bell), had committed a discriminatory act against him on the basis of race, in violation of the Indiana Civil Rights Law 1 (Ind. Code 22-9-1 et seq.). Following a hearing at which evi dence was presented, the hearing officer concluded Bell was “guilty of a discriminatory act,” and recommended Bell pay Lud-dington damages.
