This is an application for a writ of mandamus to compel George 0. Junkin, secretary of state, to authenticate a certain act passed at the 1907 session of the legislature, entitled “A bill for an act to appropriate $85,000 to erect and equip the north and south wings of the main building for the state normal school located at Kearney, Nebraska.” The petition alleges that the act was passed on the 3d day of April, 1907, that it was enrolled and duly signed while the legislature was still in session and capable of transacting business by the speaker of the house of representatives and president…
