The plaintiff, Michael Testa, appeals from the judgment of the Superior Court dismissing his appeal from the decision of the defendant civil service commission of the city of Waterbury (commission)1 on the ground that the court lacked subject matter jurisdiction because there was no statutory authority to bring the appeal.
