MEMORANDUM DECISION
S. MARTIN TEEL, JR., Bankruptcy Judge.
The Chapter 7 Trustee, Marc E. Albert (“trustee”), commenced this adversary proceeding to avoid garnishment liens and recover property subject to the liens. 1 The proceeding is moot except for the garnishment lien on Citibank accounts. Defendant Chesapeake Bank and Trust Company (“Chesapeake”) filed a motion for dismissal or summary judgment.
