MEMORANDUM AND ORDER
WEXLER, District Judge.
Plaintiffs Eugene and Kathe B. bring this action on behalf of their minor child, Eugene B., Jr. (“Gene”) pursuant to the Education of the Handicapped Act, as amended by the Education for All Handicapped Children Act of 1975 (“EAHCA” or “Act”), 20 U.S.C. §§ 1401-1461, the Rehabilitation Act of 1973, as amended, 29 U.S.C. §§ 701-796, and the Civil Rights Act of 1871, 42 U.S.C. § 1983, against defendant Great Neck Union Free School District (“District”).
