MEMORANDUM OPINION
WILLIAMS, District Judge.
This case arises under the Individuals with Disabilities Education Act (IDEA), 20 U.S.C. §§ 1400 et seq. and corresponding state laws ensuring equal educational opportunities to children with disabilities. This is an appeal from the final decision of the Maryland State Department of Education denying tuition reimbursement to Gene and Jacalyn G., the parents of Justin G., for the 1998-1999 and 1999-2000 school years.
