SULLIVAN, Chief Judge.

1. On April 30, 1991, appellant was tried by a special court-martial composed of a military judge sitting alone at Headquarters, 2d Force Service Support Group, Al Jubail, ' Kingdom of Saudi Arabia. He pleaded guilty to and was found guilty of wrongfully appropriating a M998 High Mobility Multi-Purpose Wheeled Vehicle (HMMWV) and stealing a .45 caliber pistol, military property of the United States, in violation of Article 121, Uniform Code of Military Justice, 10 USC § 921.
