Plaintiff, Securities Industry Association (“SIA”), a trade association representing the nation’s securities dealers and underwriters, challenges a decision of the Federal Reserve Board (“Board”) permitting Bankers Trust Company to place commercial paper with investors on behalf of issuers under certain prescribed conditions.
