After hearing, a Superior Court judge allowed Massachusetts Municipal Wholesale Electric Company’s (variously MMWEC or plaintiff)2 motion for summary judgment and *109denied the city’s cross-motion for summary judgment; the hearing judge also denied the city’s motion for reconsideration. We review the allowance of summary judgment to determine whether, viewing the materials in the light most favorable to the nonmoving party, all material facts have been established and the moving party is entitled to judgment as matter of law.
