Plaintiff Cedric Johnson has challenged the constitutionality of the Prison Litigation Reform Act’s limit on the amount of fees paid to prisoners’ counsel but not to non-prisoners’ counsel in successful civil rights cases. See 42 U.S.C. § 1997e(d)(2)-(3). Plaintiff is an inmate at Fox Lake Correctional Institution in Fox Lake, Wisconsin. He brought suit against defendant George M.
