Applying the Telecommunications Act of 1996, the district court entered an injunction, on the motion of 360° Communications, Inc., directing the Albemarle County (Virginia) Board of Supervisors to issue a special-use permit to 360° Communications for the construction of a wireless communications tower on Dudley Mountain in Albe-marle County.
