J. BLAINE ANDERSON, Circuit Judge:
Scott Swett (“appellant”) appeals from a United States District Court order dismissing a contempt action against an investigator of the National Transportation Safety Board (“NTSB”). Appellant argues that removal of the action from the California *1449Superior Court was improper and that the contempt finding should not have been dismissed. We affirm.
I. BACKGROUND
