ROSENBAUM, Circuit Judge.

This habeas corpus case has a complex and extended history. In his petition for a writ of habeas corpus, David Reagan claims he was denied effective assistance of trial, post-trial, and appellate counsel. The State of Arkansas argues Reagan has procedurally defaulted these claims. The district court dismissed Reagan’s petition for procedural default. We reverse and remand.
