BACKGROUND
Petitioners, Gustavo and Teresa Gruber, timely filed a petition for compensation with the National Vaccine Injury Compensation Program (Vaccine Program), pursuant to the National Childhood Vaccine Injury Act of 1986, 42 U.S.C. § 300aa-l, et seq. (2006) (Vaccine Act). Petitioners filed on behalf of their minor daughter, Catherine A. Gruber (Catherine), who had received a hepatitis B vaccine in 1997 and was diagnosed with juvenile dermatomyositis1 in 1998.
