The plaintiff-appellant, Janice Adcock-Ladd (“Adcock-Ladd”), the undisputed “prevailing party” in a federal employment discrimination lawsuit against the defendant-appellees United States Secretary of Treasury in his official capacity, and the United States Secret Service, Department of Treasury (sometimes collectively referred to as “the government” or “the United States”), has contested the district court’s order by which it awarded fees to David L!
