OPINION AND ORDER

AIKEN, Chief Judge:

Plaintiffs, Oregon State University Student Alliance (OSUSA) and William Rogers bring this action for injunctive and declaratory relief and damages against defendants Ed Ray, Mark McCambridge, Larry Roper, and Vincent Martoller, individually and in their official capacities as Oregon State University (OSU) administrators. Plaintiffs allege that defendants’ newspaper bin location policy violates their First and Fourteenth Amendment constitutional rights. They seek injunctive and declaratory relief and damages.
