PLUNKETT, District Judge.
Frank Alvarez, Jr. (“Plaintiff”), who was at all relevant times an officer in the United States Navy, brought this action against five individuals (“Defendants”), all of whom were at all relevant times Plaintiffs superior officers in the Navy, seeking compensatory and punitive damages for Defendants’ alleged violations of Plaintiff’s constitutional and other civil rights.
