With the filing of a complaint for writ of mandamus to compel responses to requests directed to New Castle County (“the County”) under Delaware’s Freedom of Information Act (“FOIA”), 1 this Court has been drawn into the fray of a controversy which is the subject of litigation pending in the Court of Chancery. The plaintiff in this case, Donald C.
