In this opinion, the Court considers a Motion to Dismiss filed by Defendants, Frederick L. Barnes, III, Sean A. Keblen, Jennifer Grasso, Susan Schmidt, Division of Youth Rehabilitative Services (“DYRS”) and Division of Prevention and Behavioral Health Services (“DPBHS”) (collectively “Defendants”) in which the Defendants allege that Plaintiffs claims are barred by principles of res judicata, claim splitting, sovereign immunity and qualified immunity.
