SMITH, Judge.

Maryland Const, art. V, § 3(a)(2) provides that the Attorney General shall “[investigate, commence, and prosecute .. . any .. . criminal suit or action or category of such suits or actions ... in any Court of this State, ... on the part of the State ... which . . . the Governor, shall have directed or shall direct to be investigated, commenced and prosecuted or defended.”

On December 20, 1978, pursuant to that provision, Acting Governor Blair Lee, III, authorized and directed the Attorney General of Maryland to investigate, among other things, “the administration of medical…
